Part one - Governance
 

Self– Government– This chapter speaks to many of the programs and services a government provides to its citizens. Things like education, housing, childcare, social services, and healthcare. First Nation governments post-treaty will be able to make decisions about these services and how to best deliver them to their members.
 

Culture & Heritage– This chapter sets out first nation law-making power with respect to First Nation heritage site and artifacts on Firs Nation lands. It provides for repatriation of artifacts held by crown museums and speaks to processes for designating First Nation heritage sites and renaming geographic features or places with First Nation names.
